Leading Manager of the Service Development Sector of the Market Development Department
Main requirements for the candidate:
Qualification requirements:
- education: higher (postgraduate) in the specialties: energy and/or economics and/or law;
- work experience of at least 1 year in the field of electric power engineering;
- must possess the following skills:
- knowledge of the basics of the legislation of the Republic of Kazakhstan in the field of electric power engineering, support for renewable energy sources, and natural monopoly;
- knowledge of the basic principles of the functioning of exchanges: exchange structure; methods of exchange trading; methods and means of guaranteeing and executing transactions concluded on exchanges;
- knowledge in the field of electric power engineering: general information on the power system of the Republic of Kazakhstan; principles of organizing the wholesale electricity market of the Republic of Kazakhstan (hereinafter – WEM RK); general principles of balancing; general pricing principles on the WEM RK;
- basics of economics and knowledge of: the Company's profile and specialization; the Company's planned performance indicators for the planned period; the procedure for developing and approving plans for the Company's production and business activities;
- knowledge of the procedure for concluding and executing contracts: criteria and requirements for a WEM RK subject to participate in centralized electricity trading, centralized capacity trading and auction trading; payment terms for services for organizing and holding centralized electricity and capacity trading and auction trading services; conditions for restricting access to the ETS for participants of centralized electricity trading, centralized capacity trading and auction trading applicants; liability of participants of centralized electricity trading, centralized capacity trading and auction trading applicants for violating the terms of the CET agreement, CCT agreement, AATO agreement, W2E agreement, MGM agreement;
- knowledge of the procedure for operating computer equipment, communications and connections, and business management methods;
- knowledge of methods and tools for performing computational work, including MS Office programs, as well as specialized programs for performing job duties;
- knowledge of labor legislation, internal labor regulations, safety and labor protection, industrial sanitation, and fire safety requirements.
Job functions:
1) performs duties under the general supervision of the Head of the Service Development Sector – Chief Manager, the Director of the Department, the supervising Managing Director and the Chairman of the Management Board of the Company, in cooperation with the heads of the Company's structural and other units;
2) participates in developing the work plan of the Department's Service Development Sector, as well as participates in developing the Company's development plan and strategy on matters within the Department's competence;
3) participates in planning the office expenses budget and forming the Company's public procurement plan;
4) participates in developing the Company's internal regulatory documents on matters within the Department's competence;
5) participates in developing regulatory legal acts for holding spot trading, forward trading, capacity trading and auction trading, and develops the Company's internal regulatory documents on spot trading, forward trading, capacity trading and auction trading;
6) participates in preparing terms of reference for the development of software products that expand the functionality of the electronic trading system (hereinafter – ETS), and, in accordance with the established procedure, performs testing when accepting new and upgraded software products into industrial operation within the Department's competence;
7) participates in training and consulting trading operators of WEM RK subjects on working in the ETS and on matters of participation in spot trading, forward trading, capacity trading and auction trading;
8) participates in monitoring the functioning of the wholesale electricity and capacity market of the Republic of Kazakhstan;
9) prepares proposals for forming planned indicators for the volumes of centralized electricity and capacity trading, and RES, W2E, MGM auction trading;
10) participates in the working groups of the authorized body in the field of electric power engineering and other government agencies;
11) participates in collecting information, preparing and posting materials on the Company's official website:
- announcements;
- company news;
- monthly report on the status of the operation of the UPS RK and the centralized electricity trading market;
- quarterly report on the status of the electricity market and the results of centralized electricity trading;
- sections in the Company's annual report;
- report on the results of centralized capacity trading;
- report on the results of RES project selection auction trading;
- information on tariffs of power supply and power generation organizations;
- forward trading schedule;
12) participates in preparatory work for concluding an agreement on participation in the centralized electricity and capacity trading market with subjects of the wholesale electricity market (hereinafter – WEM subject) and agreements with auction trading participants (hereinafter – Applicant);
13) participates in supporting concluded contracts and additional agreements thereto for supervised counterparties;
14) monitoring the status of accounts receivable of the Company's counterparties;
15) carries out other instructions of the Head of the Service Development Sector – Chief Manager, the Director of the Department and the Company's management, depending on the nature of the tasks resolved by the Department.
