The auction for the selection of projects for the construction of BioPPs with a total installed capacity of 20 MW, held on November 12, 2025, was declared invalid.

Based on the results of the trading session, only one company was admitted to participate in the auction. In this regard, pursuant to subparagraph 2) of paragraph 67 of the Rules for organizing and conducting auction trading (the number of participants submitting applications to the trading system to participate in the auction must be at least two), the auction was declared invalid.

As a result of the auction trading, no winner was determined.

In accordance with paragraph 104 of the Rules for organizing and conducting auction trading, a repeated auction shall be held no later than three (3) months from the date the auction was declared invalid, and no more than once.
The date of the repeated auction shall be determined by the authorized body and published on the websites of the authorized body and the Organizer no later than thirty (30) calendar days prior to the auction date.

In order to comply with the requirements of the Rules for organizing and conducting auction trading, representatives of the Ministry of Energy of the Republic of Kazakhstan, the Qazaq Green Renewable Energy Association and an independent expert participated as observers.

It should be noted that according to the schedule of renewable energy auctions for 2025, approved by Order of the Minister of Energy of the Republic of Kazakhstan No. 117-n/k dated March 4, 2025, the total installed capacity of renewable energy projects planned for auction in 2025 amounted to 1,810 MW, including: SPP – 90 MW, WPP – 1,200 MW, HPP – 500 MW, Biomass power plants BioPP – 20 MW.

The following maximum starting auction prices were set for 2025 auctions:

• HPP – 41.23 KZT/kWh
• WPP – 22.68 KZT/kWh
• SPP – 34.61 KZT/kWh
• BioPP – 32.23 KZT/kWh

In total, 13 auctions were scheduled: 3 for small-scale projects and 10 for large-scale projects. The auctions were conducted as planned; however, one auction was declared invalid due to an insufficient number of participants (small-scale BioPP).

According to the results of the 2025 renewable energy auctions, the maximum reduction in auction prices for projects was as follows: SPP – 60%, HPP – 4%, WPP – 50%, BioPP – declared invalid.

Given the significant price reductions for SPP and WPP projects, the auction mechanism continues to ensure the determination of competitive and market-based prices for electricity generated from renewable energy facilities.
