In accordance with the Schedule for Auction Trading for the Construction of Newly Commissioned Generating Facilities with Flexible Generation Mode for 2025, approved by the Ministry of Energy of the Republic of Kazakhstan, on 15 December 2025 JSC “KOREM” conducted auction trading for the construction of a combined-cycle gas turbine power plant with an installed capacity of 500 MW in the Southern Zone (Shymkent city).

Auction trading is a process organized and conducted by the auction organizer in an electronic trading system in the form of an auction, aimed at selecting projects for the construction of newly commissioned generating facilities with a flexible generation mode and determining individual tariffs for the service of maintaining electric capacity readiness.

The procedure for organizing and conducting auction trading is regulated by the Rules for Organizing and Conducting Auction Trading for the Construction of Newly Commissioned Generating Facilities with Flexible Generation Mode, approved by Order of the Acting Minister of Energy of the Republic of Kazakhstan dated 30 April 2021 No. 161 (hereinafter – the Rules).

In accordance with subparagraph 2-8) of paragraph 1 of Article 1 of the Law of the Republic of Kazakhstan “On Electric Power Industry”, JSC “KOREM” acts as the organizer of auction trading. Since 2022, six (6) auction trading sessions have been held on the Company’s platform, resulting in the selection of nine (9) winners for the implementation of flexible generation projects with a total capacity of 2.9 GW across eight (8) regions of the country.

However, the auction trading held on 15 December 2025 was declared failed due to the participation of fewer than two registered and admitted participants in the trading session.

In this regard, by decision of the Commission for Making Decisions Related to the Organization and Conduct of Auction Trading for the Construction of Newly Commissioned Generating Facilities with Flexible Generation Mode, approved by Order of the Minister of Energy dated 15 November 2021 No. 351, it was decided to hold repeated auction trading on 19 January 2026 at 10:00 (Astana time).

Additional acceptance of documents from applicants will be carried out by the Ministry of Energy of the Republic of Kazakhstan during the period from 18 December 2025 to 6 January 2026 (inclusive).

At the same time, attention is drawn to the necessity of proper preparation and submission of documents in accordance with paragraph 54 of the Rules, as well as the auction documentation.
