Free Renewable Energy Auctions Held in Kazakhstan for the First Time

On December 29, 2025, free auction trading was held for the first time in Kazakhstan to select renewable energy projects for the construction of a solar power plant in the Southern zone of the Unified Power System of the Republic of Kazakhstan, with a total installed capacity of 600 MW.

One of the mandatory conditions for the construction of solar power plants implemented under the free auction mechanism is the installation of energy storage systems with a capacity of at least 30% of the installed capacity of the facility, as well as sufficient energy capacity to ensure power output for at least four hours.

Two companies were admitted to participate in the auction. During the trading session, two price bids were submitted. The total volume of submitted applications amounted to 1,200 MW.

Following the results of the auction, Altyn Dala Energy Ltd. was declared the winner. The project’s installed capacity is 600 MW, and the auction price is 34.60 KZT/kWh (excluding VAT).

Representatives of the Ministry of Energy of the Republic of Kazakhstan, the Atameken National Chamber of Entrepreneurs, the Kazakhstan Electric Power Association, and the German Agency for International Cooperation (GIZ) participated in the auction as observers.

The observers confirmed the transparency and proper functioning of the electronic trading system, operated by JSC “KOREM”.
