Functions

In accordance with the Order of the Minister of Energy of the Republic of Kazakhstan dated 20.03.2015 No. 226, JSC «Kazakhstan electric energy and capacity market Operator» is defined as the operator of the centralized trade market and:

• organizes and conducts spot trading;

• organizes and conducts centralized electric power trading for medium-term (week, month) and long-term (quarter, year) periods, as well as centralized electric power trading for one year;

• provides equal conditions for access of subjects of the wholesale electricity market to the centralized electric energy trading market;

• provides open access to the results of the bidding of electric energy and capacity, including information about bidders, submitted bids of energy-producing organizations and a single buyer (date and time of submission, price, volume) and the results of the bidding (date and time of the transaction, price, volume, cost, parties to the transaction);

• determines the compliance of the subjects of the wholesale market of electric energy with the requirements established by the rules of centralized trade in electric energy;

• performs registration and accounting of concluded transactions for the purchase and sale of electric energy at centralized auctions of electric energy;

• provides, within its competence, subjects of the wholesale electric energy market with information on indicative prices for electric energy that have developed at centralized auctions, and other market information;

• organizes and conducts financial settlements on transactions concluded at spot auctions.

In accordance with the Order of the Minister of Energy of the Republic of Kazakhstan dated 06.06.2023 No.211, JSC «Kazakhstan electric energy and capacity market Operator» is defined as the settlement center of the balancing market and:

• concludes contracts for the purchase and sale of balancing electricity and negative imbalances with subjects of the balancing electricity market;

• carries out the purchase and sale of balancing electricity and negative imbalances in the balancing electricity market;

• calculates hourly weighted average prices for the sale of balancing electricity and the purchase of negative imbalances within each balancing zone of the unified electric power system of the Republic of Kazakhstan in accordance with the procedure approved by the authorized body;

• continuously ensures the availability of information about auction prices on the balancing market based on the results of the operating hour;

• calculates hourly volumes of balancing electricity and imbalances of subjects of the balancing electricity market in accordance with the procedure established by the legislation of the Republic of Kazakhstan;

• defines the marginal tariff for balancing electricity and the marginal tariff for negative imbalances;

• forms a list of balance providers in accordance with the procedure determined by the authorized body;

• enters into contracts for the transmission of electric energy with energy transmission organizations and pays for services for the transmission of electric energy in cases and in accordance with the procedure determined by the authorized body;

• concludes an accession agreement with all entities of the balancing market in a standard form approved by the authorized body;

• performs offsets on obligations for the purchase (sale) of balancing electricity and negative imbalances in the balancing market between the subjects of the balancing market within the framework of the accession agreement;

• performs other functions provided for by this Law of the Republic of Kazakhstan «On Electric Power Industry».

In accordance with the Order of the Minister of Energy of the Republic of Kazakhstan dated 07.08.2017 No. 280, JSC «Kazakhstan electric energy and capacity market Operator»  was determined as the organizer of the auction, organizing and conducting the auction and:

• participates in the development and organization of the implementation of innovation policy and coordination of electric power industry entities, consumers, scientific and educational organizations, domestic producers, investors and government agencies;

• ensures effective interaction of leading universities, research institutes, leading domestic enterprises of the electric power industry and government agencies;

• ensures consistency of intellectual property and innovation policies;

• unites the efforts and resources of all stakeholders to promote industry technological development, transfer the best available technologies, improve competencies (theoretical and practical knowledge, skills of employees), develop a strategic vision of innovative and scientific and technical development of the industry;

• contributes to the staffing of the industry by determining the expected changes in the competencies of employees and professions, participation in the development of standards and educational programs;

• creates/appoints and coordinates the work of specialized competence centers, situational analytical center and international partners involved in project work in the field of energy;

• provides information and methodological support for the implementation of projects;

• ensures the fulfillment of the KPIs set by the Ministry of Energy of the Republic of Kazakhstan and regularly submits reports on the measures taken to conduct the assessment;

• carries out the development and approval of the project management regulations of the Industrial Center of Technological Competencies.
