On October 17, 2023, a webinar was held on the topic: «Auctions for the selection of renewable energy projects in 2023».

The webinar was organized with the joint participation of the Ministry of Energy of the Republic of Kazakhstan, LLP «Settlement and Financial Center for RES Support», JSC «NC «KAZAKH INVEST» and JSC «KOREM». More than 70 listeners took part in the webinar.

The authorized body, JSC «KOREM» is determined by the organizer of the auction, which organizes and conducts the auction.

The purpose of the webinar is to clarify the issues of participation, support and preparation of auctions for the selection of projects for the construction of renewable energy sources.

The moderator of the webinar, Director of the Department of Analytics and Project Management of JSC «Kazakhstan Electric energy and Capacity market Operator» Abai Shangitbayev delivered a welcoming speech.

According to the webinar program, four reports were presented:

- RES development in the Republic of Kazakhstan: Indicators and prospects (Ministry of Energy of the Republic of Kazakhstan);

- Auction bidding: Renewable energy sources (JSC «KOREM»);

- Financial support of RES auctions (LLP «FSC of RES»);

- Renewable energy is among the priority industries. Opportunities for obtaining investment preferences (JSC «NC «KAZAKH INVEST»).

The report was delivered by the Head of the Department of Renewable Energy Development of the Ministry of Energy of the Republic of Kazakhstan Sultan Dukenbayev. He spoke briefly about the current situation in the energy sector, about future plans and visions for the development of renewable energy in the Republic of Kazakhstan.

Sultan Dukenbayev noted in his speech that the climate agenda is becoming one of the most important challenges for the energy industry around the world. Ambitious goals to achieve carbon neutrality, stricter regulations and measures to limit emissions already have a significant impact on the entire fuel and energy complex of many countries, including Kazakhstan.

The presentation on the topic «Auction bidding: Renewable energy sources» was made by the chief manager – head of the sector of JSC «KOREM» Alexander Ten.

Alexander Ten began his report with the history of the development of renewable energy in Kazakhstan, about the registration procedure in the trading system, and also dwelled in more detail on the schedule of auction auctions for renewable energy for the current year and recalled that since November 13, the auction auction continues, registration for which is now open. He noted that companies that have received the status of an auction bidder can receive training in working in the trading system from the organizer of the auction.

The Chief Manager of the RES Department of the LLP «FSC of RES», Usenov Rufat, informed about the need for financial support by auction participants, their types, conditions of return, retention and outlined the key obligations of the parties to the agreement (RPA).

Moderator of the webinar Abai Shangitbayev added: «Before the start of the auction, an envelope is opened, which is received by the organizers of the auction from the LLP «FSC of RES», which reflects all the participants who have made financial security for the contract. If the participant has not provided financial security and has not entered this list, then it is not allowed to bid».  

Leyla Gimranova, Project Manager of KAZAKH INVEST National Company JSC, in her speech spoke about state support for investment activities in Kazakhstan and available investment preferences.   

The participants of the videoconference took an active part in the Q&A session, receiving explanatory answers to all questions of interest. They also noted that the seminar was very useful and informative.
