By the Order of the Acting Minister of Energy of the Republic of Kazakhstan No. 280 dated August 7, 2017, JSC «Kazakhstan Electric Energy and Capacity Market Operator» (hereinafter referred to as the Organizer) was determined to be the organizer of the auction, organizing and conducting the auction.

In its activities, the Organizer is guided by the Law of the Republic of Kazakhstan «On support for the use of Renewable Energy», regulatory legal acts on the organization and conduct of auctions.

Auction bidding for the selection of projects for the construction of renewable energy facilities are conducted in strict accordance with the «The rules of the organization and conduct of auction bidding, including the qualification requirements for auction participants, the content and procedure for submitting an application, the types of financial support for an application to participate in the auction and the conditions for their entry and return, the procedure for conducting the results and determining the winners». By Order of the Minister of Energy of the Republic of Kazakhstan No. 466 dated December 21, 2021 (hereinafter - the Rules).

Auctions are held in the Organizer's electronic trading system in compliance with transparency, equality and fair competition. The winners of the auction are determined in accordance with the procedure established by the Rules from among the auction participants who offered the lowest price for electric energy per kWh in automatic mode, without the participation of the human factor.

Thus, it is not possible to predetermine and guarantee a win to specific individuals. The whole process of conducting auctions is absolutely transparent.

On the trading day, bidders, at their discretion, submit prices and change previously submitted prices within the financial security of the bid for participation in the auction directly on the Organizer's web server using the participant's password as the access key to the electronic trading system.

On the trading day, in order to ensure transparency and transparency of the bidding process, the participation of independent observers in the number of up to 8 (eight) people determined by the authorized body is ensured.
