A public hearing held at the site of JSC «KOREM» to discuss marginal prices for services for ensuring the readiness of the trading system for organizing and conducting centralized electric energy trade

September 16, 2024, Astana – The Committee on the regulation of natural monopolies of the Ministry of National Economy of the Republic of Kazakhstan held a public hearing on the application of  JSC «Kazakhstan electricity and power market operator» (hereinafter - JSC «KOREM») on marginal prices for services for ensuring the readiness of the trading system for organizing and conducting centralized electric energy trade.

The public hearing was chaired by Acting Head of the Department for Electric Power Industry of the Committee on Regulation of Natural Monopolies of the Ministry of National Economy of the Republic of Kazakhstan, Aktore Didarov. The chairperson of the hearing noted that the purpose of holding the public hearing is to ensure transparency, awareness, and a balance of interests between consumers and entities of the socially significant market.

During the hearing, Managing Director for Strategy and Business Support – Member of the Management Board Managing Director for Strategy and Operations Support and Member of the Management Board of JSC «KOREM», Ruslan Nurmaganbetov  presented a draft of marginal prices for services related to the preparation of the trading system for centralized trading operations. The discussion demonstrated a model for forming a daily schedule of electricity production and consumption, and showed the share of services provided by JSC «KOREM» under the Single Electricity Purchaser. In the discussion were also touched upon кey aspects of ensuring the readiness of the trading system for organizing and conducting centralized trading in electricity.

The public hearing attended by representatives of government agencies, representatives of associations and other energy organizations, as well as other interested parties.

We note that the public discussions were held constructively and confirmed the importance of interaction between civil society, experts and government agencies when making important government decisions.

At the end of the event, Aktore Didaruly noted that the presented project is preliminary, and the final decision will be made based on the results of a thorough review of the application of «KOREM» JSC within the timeframe and in the manner established by the legislation of the Republic of Kazakhstan.

Reference: JSC «KOREM» is the leading operator of the trading system in Kazakhstan, ensuring the efficient conduct of centralized trading in electricity and the organization of auctions for renewable energy sources and MRG. At the same time, since 2023, it has been performing the functions of the settlement center of the balancing market, carrying out the centralized purchase and sale of balancing electricity and negative imbalances in the balancing electricity market. The organization is actively involved in the regulation and development of the country's energy market.
