Kazakhstan's energy sector announced the successful completion of the heating season and the upcoming large-scale modernization

The autumn-winter period of 2024-2025 ended without major disruptions in the heat supply, which confirms the effectiveness of the measures taken by the Government of Kazakhstan.

 

Preparations for the season included overhaul of 10 power units, 55 boilers and 45 turbines, which made it possible to start the process of reducing the accumulated high wear and tear of thermal power plants and heating networks. The number of technological violations at power plants decreased by 27% (from 1,070 to 782 cases), and cases of non-compliance with the temperature schedule decreased by 3.3 times (from 215 to 65).

 

A significant achievement was the improvement of the status of 12 thermal power plants: 9 moved from the "red" zone to the "yellow" zone, and 3 from the "yellow" to the "green" zone. As a result, 10 thermal power plants remained in the "red" zone (there were 19), 17 in the "yellow" zone (there were 11), and 10 in the "green" zone (there were 7). Ekibastuz, Ust–Kamenogorsk, Zhezkazagan, Balkhash, Atyrau, Ridder, Kentau and other stations are among those that improved their indicators. Special attention was paid to the work of MAEK LLP, Aktau heating networks, as well as thermal power plants in Stepnogorsk and Temirtau.

 

771 MW of new capacity commissioned in 2024, including a refurbished unit at Ekibastuz GRES-1 (500 MW), a new turbine at Atyrau TPP (65 MW) and a modernised boiler at Zhezkazgan (+43 MW). RES projects for 163.35 MW were also launched.

 

The Ministry of Energy has adjusted the marginal tariffs for electric energy, increased the marginal tariff in the electric capacity market, and increased the annual limit on returnable investments.

 

The measures taken in 2024 allowed to increase the financing of repair works by 44% more than the level of the previous year up to 327 billion tenge.

 

Preparations for the next heating season have already started: 10 power units, 63 boilers and 39 turbines at power plants are planned to be repaired, and some of the work is already underway. Repair and reconstruction of 53 boilers is planned at 66 boiler houses in the district heating zone.

 

After the end of the cold weather, the renovation of 17 thousand km of power grids and 323 km of heating mains will begin.

 

Under the National Energy Modernisation Project, 77.5 thousand km of power grids and 1.6 thousand km of heating grids will be renewed with a total budget of 4 trillion tenge. By 2029, this will reduce the wear and tear of networks to 45% and 42%, respectively. In the generation sector, it is planned to commission 7.3 GW of new capacity, including modernisation of existing plants and construction of new ones. By 2029, 29 projects are planned to be completed, which will reduce the average wear and tear of power plants to 40%.

 

RES development remains a priority: in 2024, 153 facilities generated 7.58 billion kWh (6.43% of total production). 8 new plants (163.35 MW) were commissioned, and another 9 RES facilities (455.5 MW) will be operational by the end of 2025.  At the same time, already in February, 1 wind farm project with a capacity of 50 MW was commissioned in the Karaganda region by Hyperborea LLP.

 

In 2025, 1,810 MW are put up for auction bidding for selection of RES projects, of which: WPP - 1,200 MW, SPP - 90 MW, HPP - 500 MW, BioPP - 20 MW.

 

Thus, Kazakhstan's energy sector demonstrates sustainable development combining reliable heat supply, large-scale modernisation and green energy growth.
