On October 25-26, there was held centralized trading of electric power in the simulation mode
On the basis of paragraph 5 of article 15-3 of the Law of the Republic of Kazakhstan "On Electric Power Industry", the operator of the centralized trades market (hereinafter – the Law) in the second decade of November annually organizes and conducts centralized trading of electric power for the coming calendar year in the manner prescribed by the authorized body.
In this regard, in order to prepare for centralized trades of electric power on October 25, 2018 there were held centralized trades of electric power in simulation mode for the Northern and Southern zones of the UPS of RK on the trading platform of the JSC KOREM with due regard to the capacity of power lines connecting the Northern and Southern zones of the UPS of RK and on October 26, 2018 there were held centralized trades of electric power for the Western Zone of the UPS of RK.
The unified buyer and System operator provided KOREM JSC with the following initial parameters for centralized trades of electric power in the simulation mode:
- forecast demand for electric power in the Northern and Southern zones of the UPS of RK – 5,026.3 MW, including the Northern zone of the UPS of RK – 2,484.2 MW and the Southern zone of the UPS of RK – 2,542.1 MW;
- forecast demand for electric power in the Western zone of the UPS of RK – 419.8 MW.
- the volume of capacity of power lines connecting the Northern and Southern zones of the UPS of RK – 1,750 MW.
The maximum tariff for services to maintain the readiness of electric power was adopted in the amount of 700 thousand KZT/MW in accordance with the Order of the Minister of Energy of the Republic of Kazakhstan dated November 28, 2017 No.414 "On amendments to the order of the Minister of Energy of the Republic of Kazakhstan dated July 3, 2015 No.465 "On approval of maximum tariffs for electric energy and maximum tariffs for the service to maintain the readiness of electric power".
On October 25, 2018, during the simulation trades of electric power for the Northern and Southern zones of the UPS RK, 21 applications were submitted for the sale of electric power from energy producing organizations totaling 6,791 MW, including for the Northern zone of the UPS RK – 5,521 MW and the Southern zone – 1,270 MW.
Following the results of simulation trades of electric power, the total volume of purchased/sold power in the Northern and Southern zones amounted to 4,964.2 MW, including the Northern zone of the UPS of RK – 2484.2 MW and the Southern zone – 2,480 MW. The number of transactions made in the trading system – 17. The unsatisfied volume of purchased capacity amounted to 62.1 MW, due to the limitation of the capacity of power lines connecting the Northern and Southern zones of the UPS of RK and setting by the participants of the centralized trades of electric power in the applications for sale the minimum allowable volume of services to maintain the readiness of electric power dissatisfying the residual demand of electric power.
On October 26, 2018, during the simulation trades of electric power in the Western zone of the UPS of RK, 5 applications were submitted for electric power sale from energy producing organizations totaling 288 MW.
Following the results of simulation trades of electric power, the total volume of purchased/sold power in the Western zone amounted to 288 MW, the Number of transactions in the trading system – 5. Dissatisfied volume of purchased power – 131.8 MW.
Representatives of the Ministry of Energy of the Republic of Kazakhstan, JSC KEGOC and FSC LLP participated as observers at the simulation trades of electric power.
During the centralized trades of electric power in the simulation mode in the trading system of the JSC KOREM no errors and failures were detected, the system worked properly.
The trading system of JSC KOREM is ready for the upcoming centralized trades of electric power.
