On November 9, 2020, the Head of State signed a law providing for incentive measures for energy waste disposal. These changes affected the norms of the legislation of the Republic of Kazakhstan in the field of both ecology and energy, which suggest the possibility of implementing the WASTE-TO-ENERGY project, by processing solid household waste (SHW) into energy.
The concept for the transition of the Republic of Kazakhstan to a "green economy" outlines the tasks of reducing the number of landfills, switching to the widespread use of recycled materials, extracting useful substances and materials from waste, recycling waste, obtaining fuel through their disposal with a target transition to the level of waste processing of at least 40% by 2030.
Currently, the problem of recycling and disposal of SHW has become so critical that it requires an early change in the approach to waste management. It is necessary to build a waste management system, involving in this process processors of all types of waste, including enterprises for thermal disposal.
In the world practice, waste incineration complexes are an effective mechanism for reducing the volume of waste disposal and generating alternative types of energy. The existing technologies for their incineration in the world are safe for the environment.
To increase the investment attractiveness of this market and create a complete waste management infrastructure, it is planned to use a similar mechanism in the field of renewable energy sources, precisely the guaranteed purchase of electric energy from the incinerator by the financial settlement center for the support of renewable energy sources.
The authorized body in the field of environmental protection will approve the maximum auction prices for electricity generated from waste incineration, carry out the qualification selection of W2E objects for their participation in the auction, set requirements for emissions and control compliance with these requirements.
For the rest, the entire mechanism is identical to the current mechanism in the field of RES.
Currently, regulatory acts that will allow implementing the changes accepted in the legislation have entered into legal force.
