Kazakhstan's model of a Single buyer and balancing market was discussed at the II National Seminar «Digitalization and reforms of the electric power industry in the Republic of Kazakhstan»
On October 16-17, 223, the II National Seminar «Digitalization and reforms of the electric power industry in the Republic of Kazakhstan» was held at the site of the international technopark of the IT startup Astana Hub - a platform that brought together the best international and domestic industry experts on capacity building in the field of innovation, digital transformation of the energy sector and the development of the electricity market.
The organizers of the National Seminar were the Ministry of Energy of the Republic of Kazakhstan, JSC «Kazakhstan Electric Energy and Capacity Market Operator» with the support of the United Nations Department of Economic and Social Affairs.
Within the framework of the National Seminar, a panel session «A new model of the wholesale market and the first results of functioning» was held. The session was opened by a moderator – Chairman of the ALE «Kazakhstan Association of Energy Supply Organizations» Sergey Agafonov. The speakers were the Managing Director of JSC «KOREM» Yerzhan Madiev, Deputy Head of the Balance Sheet and Short-term Planning Service of the branch of JSC «KEGOC» «NDC SO» Jamila Shakhmanova, Director of the Electricity Market Department of LLP «Financial Settlement Center for Support of RES» Assel Kalimova.
Reports on the following topics were presented at the panel session:
1) Organization of settlements in the balancing market (JSC «KOREM»);
2) Formation of the daily schedule and the actual balance of production consumption (JSC «KEGOC»);
3) Organization of purchase and sale of electric energy by a single buyer on the wholesale market (LLP «Financial Settlement Center for Support of RES»).
During the panel discussion, topical issues arising since the introduction of a new model of the wholesale market and the balancing electricity market were discussed. A foreign speaker from the Netherlands, Mr. Klass Homs, took part in the discussion. He shared his experience of the functioning of the electricity market model in Europe and expressed his expert opinion on the need to apply a regulatory intervention mechanism in a balancing market. These and many important issues were discussed during an interesting panel discussion with a projection on the experience of Europe.
At the end of the discussion, the moderator noted that the session was quite informative and useful, thanked the speakers, the participants of the panel session and the organizers of the event.
