The National Energy Report (NED) is a comprehensive document containing information on the current state and development prospects of the energy sector in Kazakhstan. To date, the KAZENERGY Association has prepared four NEDs: in 2013, 2015, 2017 and 2019. The documents reflect the strategic view of KAZENERGY on the sustainable development of the oil and gas and energy sectors of the Republic of Kazakhstan, as a single system. The main expert in the process of working on the NED was IHS Markit. The NED has become a significant event for the entire expert community of the country and provided guidelines for the further development of the energy industry in Kazakhstan in the context of world energy. The conclusions and recommendations developed on its basis turned out to be in demand in the process of making important and difficult decisions by the state and the business community.

The presentation was chaired by Kenzhebek Ibrashev, General Director of the KAZENERGY Association .

The following speakers took part in the presentation: Daniel Yergin, Vice President, IHS Markit, Pulitzer Prize Winner; Matthew Sigers, Managing Director for Energy Economics in Eurasia, Head of Energy Research for Russia and the Caspian Region, IHS Markit with a keynote speech on the preparation of NED-2021; and Katya de Vere Walker - Director, Seepx Energy, Sungat Yesimkhanov - Chairman of the Management Board, Samruk-Energo JSC, Bian Dyzhy - General Director of CNPC for Central Asia, Ermek Marabaev - Deputy Managing Director, NCOC NV, John Baltz - Managing Director Eurasian division, Chevron Corporation.

2020 turned out to be a turning point in all respects both for the world as a whole and for the Republic of Kazakhstan. The spread of the novel coronavirus (COVID-19) has led to a 4% contraction in the global economy amid unprecedented massive social, cultural and economic shifts. A sharp decline in consumer mobility resulted in a decrease in demand for petroleum products and, as a result, in oil prices. This prompted the Organization of Petroleum Exporting Countries and a number of other countries (the OPEC + alliance) to sharply cut production volumes in order to stabilize world oil markets and prevent a sharp decline in prices. At the same time, the authorities of different countries have stepped up the implementation of policies aimed at expanding the scale of the "energy transition" (with a move away from the use of hydrocarbons), as well as improving the environmental friendliness of the economy and energy systems. Utilities have responded with a range of strategic, tactical and technology initiatives to align their operations with environmental, social and corporate governance (ESG) objectives. As a result of changes caused by COVID-19, green policies and shifting fundamentals, in 2020 global energy demand decreased by 6%, while the demand for oil and natural gas - by 10% and 4%, respectively, while the total volume wind and solar generation grew by 9%.

Taking into account the above cardinal changes both in the fundamental aspects of energy and in public attitudes towards it, the National Energy Report for 2021 (NED-2021) addresses the following key issues:

• What is the future path of global energy development after COVID-19, including opportunities for investment in various segments of the energy industry?
• What political measures are being taken in the world to implement the "energy transition", how are they implemented and how do they generally affect consumers, producers and investors?
• What are the main opportunities and difficulties of the "energy transition" (including the proposed decarbonization) for Kazakhstan?
• More specifically, what transition strategies are realistic and promising for Kazakhstan, and how will their implementation contribute to the country's main climate and economic goals?
• Opportunities for Kazakhstan to achieve the goals of the Paris Agreement?
• The report will also provide updated statistics and data sets (for the period up to 2020), which are summaries of the main trends and forecasts (for the period up to 2050) for Kazakhstan's energy sector, including the production of oil, gas, coal, electricity and uranium.
