Draft of a new Concept for the development of the electric power industry until 2035
In order to implement the instructions of the Ministry of Energy of the Republic of Kazakhstan, «KOREM» Joint Stock Company has prepared a draft Concept for the development of the Electric Power industry of the Republic of Kazakhstan until 2035 (hereinafter referred to as the Project). The project is posted on the website of «KOREM» JSC and sent to the Kazakhstan Electric Power Association, KAZENERGY Association, Qazaq Green Renewable Energy Association for consideration, for comments and suggestions.
The Project includes the main priorities for the development of the electric power industry in the Republic of Kazakhstan:
- ensuring energy security throughout the country;
- full satisfaction of domestic demand for energy capacity;
- using the most efficient, environmentally friendly and affordable technologies;
- efficient, flexible and transparent industry management system;
- creating conditions for the development of competition in the market and the development of energy enterprises in Kazakhstan;
- full transparency and openness in the electricity market;
- development of local content;
- access to international markets.
For the successful implementation of the policy on the development of the electric power industry, a number of tasks have to be solved, and first of all:
- transition to an electricity pricing system that ensures a balance between the interests of producers and consumers;
- provision of reserves necessary for balancing supply and demand, first of all, maneuverable, generating capacity and capacity of electric networks;
- implementation of the aggregated demand model by switching to 100% centralized electricity trading;
- real-time input of the balancing market;
- replacement of outdated technologies that cause low energy efficiency of the industry and a large amount of pollution by power plants of the environment;
- reducing the level of equipment wear;
- development of renewable energy sources and creation of conditions for their integration into the energy system;
- strengthening the connection between the Northern, Southern and Western energy zones;
- improving energy efficiency and strengthening energy conservation measures in the industry;
- allocation of the System Operator into a separate structure;
- development of digitalization in the industry;
- creation of a full-fledged regulatory framework and regulatory and technical base that takes into account all the necessary aspects of heat supply issues, ensuring quality improvement and increasing the service life of heating networks, equipping heat consumption systems with modern automation and heat metering devices.
