The price at auctions for the selection of hydroelectric projects has been reduced by more than two times

On August 31, 2023, the first day of RES auctions for the Northern and Southern zones of the UES of the Republic of Kazakhstan for the selection of hydroelectric power projects with a total installed capacity of 20 MW was held.

The maximum auction price approved by the Ministry of Energy of the Republic of Kazakhstan for the selection of HPP projects in 2023 was 41.23 tenge/kWh (excluding VAT).

15 companies were allowed to participate in the auction, 100 price offers were submitted by the participants during the trading session. In the course of the competition at the auction among the auction participants, a reduction in the price range of applications was obtained from 41.23 to 17.5 tg/kWh (excluding VAT).

It is noted that a record price reduction of 57.5% from the maximum auction price for the selection of projects for the construction of hydroelectric power plants at auction this year.

According to the results of the auction , the following organizations were identified as winners:

  • LLP "Bekzat" the installed capacity of the project is 4.8 MW, the auction price is 17.5 tenge/kWh (excluding VAT);
  • LLP "DALA SOLAR" the installed capacity of the project is 2 MW, the auction price is 17.51 ​​tenge/kWh (excluding VAT);
  • LLP "DALA SOLAR" the installed capacity of the project is 2 MW, the auction price is 17.52 tenge/kWh (excluding VAT);
  • LLP "DALA SOLAR" the installed capacity of the project is 2 MW, the auction price is 17.53 tenge/kWh (excluding VAT);
  • LLP "DALA SOLAR" the installed capacity of the project is 2 MW, the auction price is 17.54 tenge/kWh (excluding VAT);
  • LLP "DALA SOLAR" the installed capacity of the project is 2 MW, the auction price is 17.55 tenge/kWh (excluding VAT);
  • LLP "FTR Green LTD" the installed capacity of the project is 4.5 MW, the auction price is 17.8 tenge/kWh (excluding VAT).

In order to comply with the requirements of the Rules for organizing and conducting auctions, representatives of the Kazakhstan Electric Power Association, KAZENERGY, the Qazaq Green Renewable Energy Association, the Asian Development Bank, and USAID participated as observers.

Observers noted the full transparency of the electronic trading system of the auction organizer – JSC "KOREM".

The next auction is scheduled for September 1, 2023 at 14:00 hours for the selection of hydroelectric power projects with a total installed capacity of 200 MW.

Auctions, being one of the stages of the systematic development of renewable energy sources, are aimed at selecting the most effective projects and forming competitive market prices for electric energy produced by renewable energy facilities.

According to the Rules, the Auction Schedule has been formed.
