Waste-to-Energy (W2E) is the process of converting municipal solid waste (MSW) into heat and electricity through high-temperature incineration with subsequent use of the released energy.

W2E is an element of:

  • the waste management system;
  • environmental policy;
  • modernization of the energy sector;
  • reducing the load on landfills and improving the sanitary situation.

In 2020, the first legislative initiatives providing for incentive measures for waste-to-energy utilization were adopted in Kazakhstan. The changes affected the norms of the legislation of the Republic of Kazakhstan in the field of ecology and energy, which provide for the possibility of implementing a Waste-to-Energy project by processing municipal solid waste (MSW) into energy. The technologies for incinerating such waste that currently exist worldwide are safe for the environment.

In order to increase the investment attractiveness of the new waste-to-energy (W2E) sector and create an integrated waste management infrastructure, it is envisaged to use a mechanism similar to that applied in the renewable energy sources sector. The use of an auction trading mechanism for selecting waste-to-energy (W2E) projects makes it possible to create a competitive environment, reduce prices, and select the most efficient projects.
